Misgivings and Predictions
On September 17, 1787, the convention held its last session. Of the forty-two delegates present, only three refused to sign the final draft: George Mason and Edmund Randolph of Virginia and Elbridge Gerry of Massachusetts. Mason later remarked indignantly, "The very idea of converting what was formerly a confederation to a consolidated government is totally subversive of every principle which hitherto has governed us." In one last attempt to promote harmony among the delegates, Benjamin Franklin wrote, "I confess that there are several parts of this constitution which I do not at present approve; [however, I sign it] because I expect no better and because I am not sure it is not the best."
